PRESS RELEASE

 PROMOTIONS IN THE NATIONAL POLICE SERVICE

Pursuant to its mandate to determine promotions in the National Police Service (NPS) as provided for in Article 246 (3) (a) of the Constitution, the Commission effected 53 promotions in a Board meeting held on 26th July 2016 and directed the Inspector-General to convey the decision of the Commission to the promoted officers.

 

In determining the promotions the Commission took into account parameters that are laid out in the Constitution, the National Police Service Commission (NPSC) Act and the NPSC regulations on promotions which include seniority; merit; work record; ethnic and regional balance and gender mainstreaming. Vetting also formed part of the criteria.

 

Out of the 53 officers, five (5) were promoted to the rank of Senior Assistant Inspector General (SAIG) and thirty-two (32) to the rank of Assistant Inspector General. Sixteen (16) officers were promoted to the rank of Commissioner of Police and placed in acting capacity for confirmation to the rank of Assistant Inspector General within six (6) months.

 

Promotions to the ranks of Commissioner of Police and Senior Superintendent of Police (SSP) will be announced in two weeks time.

Following the recent murders of lawyer Willie Kimani, his client Josephat Mwenda and taxi driver Joseph Muiruri, the Commission was inundated by demands of retribution by members of the public understandably enraged by the heinous and senseless crime that cut short the lives of innocent people.

The anger was further fuelled by the irony that the suspected perpetrators of this horrific crime were law enforcement officers: the very persons who have taken an oath to protect lives and property.

While some wanted the Commission to take disciplinary action against the officers, others who were strongly convinced that the Commission ought to pay the price for failing to do its duty were of the view that the chairman of the Commission should take personal responsibility hence the attempt to create the hush tag #KavuludiMustGo. ...
