2nd Commission Presents End-Term Report

The 2nd Commission presented its end-term report to H. E President Dr. William Ruto in a ceremony held at State House, Nairobi.

In his remarks, Commission Chairperson Eliud Kinuthia expressed gratitude to the President for the opportunity to serve at the Commission. He acknowledged the President’s steadfast support in defending the Commission when it was faced by governance challenges. The Chairperson highlighted key milestones achieved by the Second Commission and expressed the need for the full implementation of the recently developed automated police recruitment module.

The President commended the Commission’s contributions in police reforms and stewardship in the management of Human Resource Management in the National Police Service. He noted that the outgoing Commissioners had played a pivotal role in shaping the future of policing in Kenya and have left an indelible mark.

At the same time, the President acknowledged the challenges highlighted in the report, including irregular police recruitment, budgetary constraints, and the need for a sustainable police welfare program. He expressed his administration’s commitment to addressing these concerns and advancing reforms to ensure a well-resourced, professional, and motivated police service.

Deputy President Prof. Kithure Kindiki commended the Commissioners for their exemplary service over the past six years, noting that the seamless transition reflects Kenya’s democratic progress. He further lauded the strong working relationship between the Commission and the top leadership of the National Police Service.

In attendance were outgoing Commissioners Vice Chairperson Dr. Alice Otwala, Commissioners Eusebius Laibuta, Dr. Lilian Kiamba and John Ole Moyaki. Also, in attendance is Cabinet Secretary Interior and National Administration Hon. Kipchumba Murkomen, Commissioner Edwin Cheluget, Inspector General, National Police Service Douglas Kanja, Deputy Inspectors General Eliud Lagat and Gilbert Masengeli, Director, DCI Amin Mohamed, Secretary Administration Bernice Lemedeket and Commission CEO Peter Leley.
