The National Police Service Commission is making strides in implementing the Maraga taskforce reforms. Commission Chairperson Eliud Kinuthia, CBS, cites the recent police salary reviews, promotions and proposed amendments to NPSC Act as a clear indication of the Commission’s commitment to execute the reforms.
The Chairperson was making submissions to the Departmental Committee on Administration and Internal Security at Bunge Towers. He welcomed amendments to the Act that recommend the removal of mandatory attendance by specific members for the Commission to meet quorum to transact business saying the current provision violates Article 250 of the Constitution.
Kinuthia also informed the Committee that the Commission had promoted 1957 police constables with clean records and had attained the age of 53 years and above and was in the process of promoting 183 other officers who recently attended interviews after completing Senior Management course. He also cited the alignment of the recommendations to the Strategic Plan 2023-2027 and decentralization of HR functions as among the many decisions made by the Commission to successfully implement the reforms. On recruitment, he called for budgetary consideration to enable the Commission conduct the exercise this Financial Year.
The Chairperson noted that the implementation process is in phases owing to financial constraints, as the Commission prioritises reforms that do not have financial implications to fast-track the process.
He was accompanied by Vice Chairperson Dr. Alice Otwala, Commissioners; John Ole Moyaki, Edwin Cheluget, Eusebius Laibuta and CEO Peter Leley. Ministry of Interior and National Administration Principal Secretary, Raymond Omollo and Deputy Inspector General, Kenya Police Service Eliud Lagat also made their submissions to the Committee.
